From May 28 to 30, 2007 two important international events with participation of the member-states of the Eurasian Patent Convention took place: Joint organization of these important events combined with urgent topic of the Seminar generated high level of representation of states. Thus, Head of the Patent Department of the State Agency on Standardization, Metrology and Patents of the Republic of Azerbaijan M.M. SEIDOV, Director General of the National Center of Intellectual Property of the State Committee on Science and Technologies to the Council of Ministers of the Republic of Belarus L.I. VORONETSKY, Chairman of the Committee of Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan М.О. AIKENOV, Head of the Federal Service for Intellectual Property, Patents and Trademarks of the Russian Federation B.P. SIMONOV, Deputy Director General of the State Agency on Intellectual Property of the Republic of Moldova I. DANILYUK, 1-st Deputy Director General of the National Patent-Information Center of the Republic of Tajikistan G.D. KOUPAI, Deputy Chairman of the State Department on Intellectual Property of Ukraine of the Ministry of Education and Science of Ukraine V.C. DMITRISHIN, Deputy Director General of the National Center of Intellectual Property of Georgia M. KVIMSADZE were present. EAPO President A.N. Grigoriev headed the EAPO delegation.


In general representatives of eleven national patent offices as well as representatives of WIPO, EPO, EAPO and CIS Executive Committee participated in the events.

WIPO representative S. Zotine and EAPO President A.N. Grigoriev opened the Seminar. Mr. Zotine reported on the recent developments in the field of WIPO’s cooperation with its member-states and their intellectual property offices. The EAPO President Alexander Grigoriev touched upon main results of the EAPO activity, cooperation with EAPO member-states and a positive impact of the Eurasian patent system on development of national patent systems of EAPO member-states.

At the Seminar the participants were able to get acquainted with experience of intellectual property offices on innovation activity development presented in speeches of representatives from the Russian Federation and the Republic of Belarus, on development of industrial property information services in support of research and development, innovation and business development, presented in speeches of representatives from Kyrgyzstan and Uzbekistan. The role of an IP office in enforcement of intellectual property rights in combating piracy and counterfeiting was presented based on the Ukrainian experience. The Republic of Moldova made a speech on the role of and IP office in enforcement of intellectual property rights in administrative oppositions and court proceedings.

On May 30, 2007 the EAPO President A. Grigoriev met the Director General of the Sate Agency on Standardization, Metrology and Patents of the Republic of Azerbaijan Ramiz Eivaz ogly Gasanov. The Parties discussed perspectives of future cooperation between EAPO and the Patent Office of Azerbaijan.

The Seminar and the Interstate Council Meetings went in warm atmosphere and were marked with constructive work and understanding between the Parties during discussions. This was due to the efforts of the staff of the Sate Agency on Standardization, Metrology and Patents of the Republic of Azerbaijan who created wonderful conditions both working and leisure time.
