The 19th (14th regular) meeting of the EAPO Administrative Council took place in Moscow, Russian Federation on November 13-15, 2007.



The meeting was held in the Eurasian Patent Office premises and attended by eight Member-States of the Eurasian Patent Convention – plenipotentiary representatives of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan and members of the delegation. The representatives of the World Intellectual Property Organization (WIPO) and the European Patent Office (EPO) attended the meeting as observers.



The Chairman of the EAPO Administrative Council, the plenipotentiary representative of the Republic of Armenia, Armen F. Azizyan, chaired the meeting.
The Chairman of the EAPO Administrative Council introduced newly appointed plenipotentiary representatives:

Mr. Nadyrbek Turganbaev, Director of the State Patent Service of the Kyrgyz Republic – from the Kyrgyz Republic;

Mr. Dorian Chirosca, Director General of the State Agency of Intellectual Property of the Republic of Moldova (AGEPI) – from the Republic of Moldova, and informed on the appointment of the new Deputy plenipotentiary representative of the Russian Federation, Head of the Legal Department of the Ministry of Foreign Affaires of the Russian Federation, Ms. Elena V. Kulikova.

Following the recommendations of the 12th meeting of the Budget Working Group (September 2007) the Administrative Council approved the EAPO annual report for 2006 and adopted the budget for 2007 presented to the meeting by EAPO President Grigoriev.

The Administrative Council decided to hold a seminar in the Republic of Moldova on industrial property protection in the second half of 2008.

During the discussion the Administrative Council approved a number of additions and alterations to the Organization normative and legislative acts: Patent Instruction to the Eurasian Patent Convention and Statute on Fess of the Eurasian Patent Organization.

The Administrative Council awarded a V.I. Blinnikov Gold Medal "For the Contribution to Innovation and Patent Promotion" to:
— Boris Sh. VARDANYAN – Councilor to Head of the Intellectual Property Agency of the Ministry of Trade and Economic Development of the Republic of Armenia;
— Yury L. BOBCHENOK – Deputy Director General of the National Center of Intellectual Property of the State Committee on Science and Technologies of the Republic of Belarus;
— Samudin A. ABDRAIMOV – honored inventor of the Kyrgyz Republic, Professor, Corresponding Member of the National Academy of Sciences of the Kyrgyz Republic, academician of the International Engineering Academy, academician and President of the Engineering Academy of the Kyrgyz Republic, honorary academician of the Engineering Academy of the Kyrgyz Republic.



The participants of the meeting were informed on:
— the signing of the Framework Agreement between the African Organization of Intellectual Property (OAPI) and the Eurasian Patent Organization in the field of industrial property;
— the signing of the Memorandum of Understanding between the State Intellectual Property Office of the People’s Republic of China and the Eurasian Patent Organization;
— about the preparation to sign the Memorandum of Understanding between the European Patent Office and the Eurasian Patent Office aimed at establishment of further cooperation between the two regional offices.



The Administrative Council considered the report on the 4th meeting of the Permanent Working Group on Information Technologies (February 2007, Chisinau, the Republic of Moldova) presented by the Vice-President Kh. F. Fayazov.

The EAPO President A.N. Grigoriev reported on practice of realization of the decision of the 16th meeting of the EAPO Administrative Council concerning terminal labour agreements with specialists recommended by national patent offices to work at EAPO.

The Administrative Council acknowledged the necessity to formulate principles of personnel policy in EAPO meeting the interests of EAPO and national offices.

As the term of deputy chairmanship for Mr. Leonid I. Voronetsky (expired in November 2007) and for Mr. Roman O. Omorov (new appointment not relating to activity in the State Patent Service of the Kyrgyz Republic and EAPO Administrative Council) had expired, elections of two Deputy Chairmen of EAPO Administrative Council were held at the end of the session.

The Administrative Council thanked them for the fruitful work as Deputy Chairmen of the Administrative Council and for their personal contribution to the organization's progress.



Sharofidin Z. Nazhmudinov, plenipotentiary representative of the Republic of Tajikistan and Rustemmurat Paizullaev, plenipotentiary representative of Turkmenistan were unanimously elected Deputy Chairmen of the EAPO Administrative Council.

The EAPO Administrative Council decided to hold its next regular session in Moscow in November 2008.
